Vintage Steam Punk Black Velvet Pinup Pencil Skirt Size S/M

This is a lovely vintage steam-punk style high-waisted velvet pencil skirt featuring 1 1/2" waistband, darting for form fit at hips, black slip, and a slit and zipper/clasp closure in back. Unknown designer as there are no tags. Size small/medium, but see measurements below for exact sizing:
